The arc thrower is officially useless

I used to be an arc thrower fan(yes we existed) because if you picked equipment around using it it was really good against the illuminate. With the major order I noticed it does way less damage(I have to hit voteless multiple times!) and the stun is non existent for anything larger than an overseer. They managed to make a support weapon weaker than the primary version of it
