[Xbox360/Ps4][2000-2014] Victorian Cyberpunk game?

Fable II/ Fable III

Platform(s): Xbox360/Ps4

Genre: 3rd person, Action-Adventure? - I don't remember fighting mechanics or if there were platforms but I'm pretty sure you can't climb unless there's stairs

Estimated year of release: 2000-2014? Maybe a bit earlier since I was playing it around 2014 to 2016

Graphics/art style: Victorian Cyberpunk

Notable characters: A brother and a Sister (Not sure if you switch between them or have to pick one but they're twins)

Notable gameplay mechanics: Don't remember, Sorry!

Other details:

About the Graphics:

The kids always remind me of Ren and Lin (Vocaloid) in Servants of Evil if they were 3D chacarters and a bit more cyberpunk - Orphaned

Graphics remind me a lot to Alice: Madness returned, with a Sepia filter. I don't remember the game having bad graphics but then my references were Kirby, Pokemon Moon and Sun and Skyrim

The town reminds me of the one in Hogwarts: Legacy(Those streets where you buy your wand, broom, candy, etc, and where you learn the repairing spell to put back together a statue, It's not letting me add images), but more industrialized and kinda Gloomy, Sepia and a bit lively since it was in a big city as well, and I remember some circus - merchants on the street you could interact with.

I Also never got 1st person and I don't think I could move the camera closer to my character or below it's head, it always looked 3/4 on top of the character

It kind of also had the Hogwarts Style of character if it was made a couple years ago and the camera was like 1/3 further away than it is from your Hogwarts character (I don't game much sorry for not having a better reference)

I don't remember seasons ever changing, and I was very young so I didn't care about the plot and didn't try to hit people, I did spend a lot of time in the town

About the characters:

I'm not fully sure but the siblings mechanics had two options: Either you could choose to be one and the other sibling would talk to you, appear in cutscenes, etc, or, what I remember a bit better: You get to be whichever sibling you want and can alternate from time to time (I Think there were checkpoints for that?)

Also I vividly remember having some kind of underground/indoors changing room(?) It looked like a Hobbit hallway illuminated by either cyberpunk lanterns or torches, and you could get very delicate and cute victorian/cyberpunk clothes and get changed, there were many mannequins all throughout with different pieces of clothing

Babbling:

I played this game being like 8 or so and all I remember was going around the town, seeing cool Yellowish brichs, going to the town center, seeing lots of cool merchants and people offering games, super old vending machines, etc, it was my dad's and I'm pretty sure it was on Xbox360 on the games he had saved

Alternatively I could've also completely halluzinated an entire videogame at that age so this might not even exist, AI suggests it could be Assasins creed Syndicates, but I don't remember any of the assasins creed attires or being able to climb anywhere, plus if I had a weapon I didn't use it and it would be a bit more Alice madness returns style rarther than assasins creed Syndicates style

Also what stood out to me the most as a Kid was seeing the siblings being orphans and how they would sometimes point out being poor, plus NPCs sometimes talking about you being an orphan on the background, not sure if that was even a main topic of the game tho
