Town building game for PC or Xbox where you can also control a character

Looking for a game where you can control a character or multiple characters and then get resources to build a town. Ideally something like where building something then unlocks professions or resources to then build another building. A comparison would be Sims Medieval where you complete a quest with a character and that gives you resources to place a building which unlocks another character with a different job.
