Help with tank setup!

Hey guys! I’m wanting to set up a tank for a betta. I’ve got a ten gallon tank. I’m doing a tank with live plants. I’ve got aqua soil for the plants and a plant light. So one of the questions is about water quality. My water is on the harder side and I add water conditioner and it is still too hard. I’ve thought about using spring water instead but that would leave out the important minerals for the plants. Should I do spring water and add fertilizer when needed? Or should I do the hard water and get it as neutral as I can for the betta fish? I’m sorry if these questions sound dumb. I just don’t know what to do. Should I also put the aquarium pebbles on top of the soil? Or will it be fine without the pebbles?
