Stretching when Phimosis caused by scarring

I see a lot of advice hear around stretching the foreskin to cure Phimosis. Does that work when the Phimosis is caused by scarring?

I have naturally long foreskin, but have a "rubber band" scar around the top of my foreskin (when flacid), but when erect this is tight, painful and bends/deforms my wrextion a bit.

Unsure whether the stretching advice is just for those with natural Phimosis or if it also works when caused by scarring
