Has anyone been able to successfully cancel medicaid associated to SSDI?

I know this sounds crazy, but I really need help. We've been trying to get my daughter unenrolled from the medicaid that comes with SSDI for over 2 months.

We've called Social Security, Texas Health and Humane Services (they handle the medicaid in Texas), and have even gone into the local social security office. Anytime we contact social security, they say we need to go to Texas Health and Humane Services. Everytime we go to Texas Health and Humane Services, they say we need to go to social security.

This is causing huge issues with my daughter's Healthcare. She's unable to get to the doctors and specialists she needs while attached to medicaid.

It just doesn't make any sense that neither department can handle the cancelation. If anyone has been through this or has any ideas, I would greatly appreciate it. I've tried everything I can think of and just don't know what else to do.
