Repairing roof felt

I’m trying to purchase a property but a survey has revealed that old bitumen felt is in place, and seriously damaged. This will require a full reroof, according to the roofing contractor. The estimate I’ve received is £22,500.

Anyone aware of any repair options that don’t require a full re-roof?
