Upgrade my pc for what gpu?

So basically i got a good build but a bad gpu.

the specs are:

i3 9100f

coolermaster (idk what exactly)

Psu 650w (i think is a chinese crap)

ram 8x2gb ddr 2400mhz

gpu 960 2gb

i got upgraded from the lenovo thinkpad E570 the best version but gtx 950m, this pc i got like a trade the guy wanted a laptop with a gpu for blender god bless that unlucky guy, anyways i want upgrade the gpu from gtx 960 to the vega 56 with a turbo cooler, i want buy it because i wanted hackintosh and a fast ram for blende, but i dont know if it be a good gpu for 55~€ , and the chatgpt said it be good and that cpu only will have bottleneck at 1080p.
