What's going on with my daughter's eyelid

She's 8 year old. I suspect happened as a result of her time in the pool on the swim team. She swims 3x weekly for an hour in the cold pool at the gym.

Her current goggles are a mix of rubber and silicone. I rinse them with fresh water after every swim.

It's a bit itchy, red and raised as you can see. We're just putting neem on it for now.

Hydrocortisone though? Not sure what we're looking at.
