Alchemy Mastery Elixir Quest

So, I am leveling a character, went Alchemy and figured that while I am doing keepers of time dungeons and spamming BM a bit, why not just get the Elixer Mastery quest done.

I have run it enough to be 1/4 of the way into revered, but I have 3/10 of the quest drop items. I loot everything, I'm not sure if there is a bug? Am I missing something? At this point I'm ready to move onto the next dungeons and quests I want to do, but what's up here?
