Stuck between “Grow Big and Strong” and “Let’s Build It Up” – progression help?

Hi everyone, I’m currently stuck trying to progress the “Grow Big and Strong” quest. The quest requires me to get the bath exterior, which I’m supposed to get by progressing in the world quest “Let’s Build It Up.” However, the problem is that “Let’s Build It Up” seems to require “Grow Big and Strong” as a prerequisite, which means I can’t start it either. So I’m basically stuck in a loop where each quest seems to require the other.

Is there another quest or NPC I need to talk to first to unlock “Let’s Build It Up” or get the Bath Exterior? Any help would be appreciated!
