Partnership visa questions (Application for verification against EU law family member of the EU citizen)

Question

Hi all! I have been trying to find the answers to my questions online, but I still have questions. For context, I am a U.S. citizen, currently finishing my master's degree in Germany. My partner (an Irish citizen) is living in the Netherlands, also pursuing a master's degree. Ideally, I would like to move to the Netherlands in August so that we can get an apartment together for the year (we plan on moving out of NL after he finishes his degree). I have looked up info about the Application for verification against EU law family member of the EU citizen, and I believe we would qualify to apply as we have been together for more than 6 months. If I am correctly reading the application, he would have to fill out the Appendix Declaration of sufficient means of existence, in order to show he has sufficient means, but would this mean showing he has proof of financial help from family, or what? He is working a part-time job (35 hours a month), but that is all. Of course, I would be getting a full-time job after moving there, but I would need the visa first. Am I also allowed to include financial statements from my own family?

The main thing is we don't want to do long-distance again, so this visa would allow me to live there and work any job I can get, even if it is not in my desired field.

Also, I have read that the best way to do this would be to move to the Netherlands, and apply for this visa after, as then we would have a shared address... but since I would be moving from Germany, would the 90-day stay rule still apply?

Thank you in advance, I know these are loaded questions haha.
