Low FPS issue ingame

I just re instaled fallout 4 and the last time i played it was befor the anniversary update, and now even with 0 mods the game is buggy as hell, i am runnig at what, 30 FPS? and befor the update i didn't had that issue.

and the FPS is also in the game menu, and the game it self.
