Question on "Hit the deck" promotion.

The text states that it "Doubles the SL's Defense and Damage Reduction when suppressed or pinned down."

My question is if this is the SL's final Defense/Damage Reduction, meaning Cover bonuses get doubled, or if it simply doubles the SL's Stats.
