Steam account is limited and can't be invited?

One of my friends just got a computer about a week ago and wanted to try Deadlock with me but when I tried inviting him it told me his steam account "limited" and could not receive an invite. Has anyone else experienced this?

\"This player is a limited Steam user, and therefore is not eligible for playing Deadlock at this time.\"
