Ordering off ebay

So my partner ordered a half a booster pack today of Ebay and literally 2h after that the guy deleted his account. I suspect we're not gonna get it. 🤣 We did get an email of Ebay that if it doesn't arrive by the estimate we can file for a refund. Has anyone had that happen? Is this a frequent situation? God i hate what getting cards has come to.
