Liberate Gar Haren

I’m new to the game but from what I’m looking at Gar Haren has an HP of 1 million, but 10k divers are on Ursica with an HP of 1.6 million and 200 are on Gar Haren. Wouldn’t it be quicker to liberate Gar Haren and then Achenar instead of Ursica then Achernar?
