I am looking for an early 2000 or late '90s film and can only remember 1 scene and no stars (don't think I dreamt this). I believe the scene is near the end of the movie. The villain (maybe a Drug Kingpin), thinking he has won, dives into his pool. While underwater, he sees something on the pool window that leads to his Bar business. He dives down, sees that it is a bomb taped to the window. He tries to escape. The bomb goes off as the good guy is watching from the bar below the pool. He pops out of water with blood coming from his ears and gets sucked into bar hitting his head  and dying. The Good guy (maybe an investigator type, and maybe woman he saved) seen driving away. Not "Mechanic" or "2 Resurrection" or the newer "The Amateur" I don't think it was "The Specialist" either.
