Does the reporting system only take into account how many reports you receive?

As stated in the question:

A week ago, i was in a 3 v 3 against a premade, they were spamming "what a save" and some creative french insults (without the ******)

told them to go fuck themselves twice (my fault there), instantly banned for 7 days

Yesterday, another 3 v 3 against a premade, we were winning and they started insulting us (dunno if the other two guys were caring about that)

the entire chat was pretty much ******!! *********!!!

reported the chat, nothing happened

oh, and it was a semifinal, the next match was the same, still no actions taken (i never answered in chat)

This is just an example but it's not the first time it happens, does it reflect your experience too?

the reporting system seems to work better in 1 v 1

It doesn't feel fair... at all
