how does "add to buyee" work?

i just got the app since i haven't been able to place new orders at my usual website with the usual add to cart popup.

but how does it work exactly? do i just make a request and hope they say yes and let me buy the items? and how long does it take?

i thought it was new but apparently this has been around for a while ,,
