Ereader/noteaker for school work

Hello, im searching for an e reader to support a dyslexic and dysgraphic student.

Features Im looking for:

Import pdfs

While on the pdf, use text to speech to read the text and voice to text to annotate. (And hand write notes or write to text)

Play audiobooks including mp3 or m4b and libby/hoopla.

Text books from libby/hoopla.

Voice to text word processor type document - compose a story from voice to text and perform simple edits.

Parental control access to the wider internet/apps.

Create and organize notes/notebooks.

Is that took much to ask of an ereader/notetaker?
