What is the best model or models to beat tau with csm?

Hi my friend plays tau and always brings 2 hammerheads and a load of crisis suits- my melee units always get cut down before they can get in and I can’t out shoot him. Am I playing stupidly or is there a specific list or strategy I can use? Thanks
