Can't place ANY bids?

Please explain this: (22M) Preface: I took the long trek down to indie 1393 to sign up for the books, after getting told the interview call I got to come down was a sham, I gained more info and looked through the "books" . I received this message after trying to bid on any job I could find (I've done hardhat work just not union stuff before). I received this message later in the day. Question: I have to posses experience in these fields without access to jobs in those fields??? I looked for the position they said I could bid on annnnnnddd there are none... What do I do?
