Just charge for overhead bin space...please!

why aren't airlines dividing up overhead bins and selling space like it's a locker? extra fees are annoying but not nearly as annoying as watching people play tetris with the overhead bins and their 2+ carryons. seems inevitable, and frankly simple, to just charge for it and keep increasing prices until the supply/demand is balanced. The only case not to do it is fee related...but respectfully...it is what it is. Flying isn't meant to be cheap.
