How does villagers moving in & out work?

I invited Lily via amiibo to replace Camofrog (no shade to Camofrog and his fans), so Camofrog is currently packing and Lily is at the campsite - do I have to wait for her to move in to invite another camper or can I invite another camper and she’ll show up tomorrow anyway?
