Is the damage from Fracturer Mod good and does it scale?

Newer player here so still learning and absorbing the vast knowledge that this game has to offer but have been having a blast as I was a Destiny 2 vet so things like theory and builds are always fun for me but still learning how things scale and interact.

Is the 50 explosion damage significant at all in Fallout scope when compared to just shooting? Does it scale with any explosion perks, buffs, sneak attacks, Int etc? Or is it just flat damage?
