How to play IRL?

If I wanted to follow the games mechanics, how would I play IRL? And what I mean isn’t which cards to put in the deck, but what happens once someone is out? When it’s down to 3-2 players, do you shuffle all 20 cards still? Do you pull some cards out of the deck to ensure you have whatever the table is? How would you go about that?
