UAF Ice cream at Favonius bug?

I can't seem to get the ice cream event to start at the Favonius bar and I'm unsure if it's a bug, I'm supposed to progress to a certain point before it unlocks, or I'm just really unlucky. I'm commissioned by the UAF and have 50+ relations with Nia and Alexandra. I've completed tilted daggers and also unlocked Aria as a contact. I do have a bunch of mods but I've also disabled all of them except for UAF (and its requirements), started a new game, and still couldn't get the bar event to show up.
