20mm of spacers above stem

Hey, I have a giant contend ar1. When I had it on a trainer, I've experimented with a fit, particularly with taking spacers from below and putting them above stem. I've had maximally 14mm of spacers above. Now after riding for some time on road, I wanted to go even lower. During making changes, bolt felt into the fork but I was able to turn it upside-down and place it in correct place so the plug and cap engaged properly. The thing is, is that much spacers above stem even normal? Do I need to cut the steerer? Is it dangerous assuming properly torqued bolts (I have torque wrench). Thanks.
