GS14 non sup expected to work OT without pay?

My executive says I’m expected to workout outside my tour because it’s a “leadership” position even though I’m not a sup. When I say work I mean helping other executives book travel because they didn’t do it during normal work hours. I feel like I should be legally entitled to OT/CT. It’s getting excessive and going into the middle of the night or 6am on Sundays.
