WTF is a “Holding Pattern”

Had an interview with a Big tech firm. They emailed me questions to answer from the recruiter then skipped me all the way to an interview with The Head of Department. Did the interview all for the interviewer to say I’ll send feedback to HR. That was in DECEMBER, I sent a follow up no reply until I sent another one and they told me the company was in a “Holding Pattern”. It’s not MARCH and I still haven’t heard from them or gotten any feedback. When I go into the portal to view the app it’s says “In Process”
