Fear of report

Hi, how to report to polise or JIM, when foreigners making chaos, noise nearly neighbours surrounded. I came from family who always tolerate with neighbours even chaos my family just takpe biarkan nnti akan habis juga bising, but nah I'm grown now i always envy those article news who dare to make police report whether local or foreigner, so i need tips how to dial police berdekatan and jawab everything that i need to report on phone calling later, anything and response, i need asap, please encourage me to have brave making call, tulis malay or english asalkan saya faham dan baca.
