Is it possible to play ARAM without bots?

First time posting here, looking for real feedback.

I used to play this game a lot and really enjoyed it. At one point, I had to take a break because I stopped enjoying it due to the players' behavior. That was years ago, and there was a point in the game where it was impossible to play a quick match without encountering at least one or two people immediately leaving the game or constantly trying to die.

Recently, about six months ago or little bit more, I returned to the game and thought I'd play ARAM. Not because I don't know how to play, as I'm up to date with the game's changes. But because I enjoy this mode – playing with random characters.

Consistently, from game to game, I played with/against increasingly "worse" players. They were either vulgar and verbally aggressive towards the rest of the team or gave up immediately, which I didn't understand, or they simply "didn't know how to play"...

Today I played a game where I'm 100% sure the rest of the team were bots. I've suspected for some time that bots were being added to games, and that's why there was extra negative behavior from "live" players. Systematically, fewer and fewer people were talking in chat - even negatively. Pings were decreasing. I played with or against increasingly worse teams. At one point, aeqch game, everyone immediately ran to their deaths in 1v5 fights after being revived. Today and in recent days, I witnessed this situation in its entirety. None of the other characters behaved like humans...

Is it really impossible to play ARAM without bots anymore? What about quick match? Is HoTS completely impossible to play without bots?

I know the old "dead" game theory, but there are people playing it. In the beginning of my return I was playing with them. Now I am not. Do we all reported each other to death?
