Ripple is calling this a sea change and the data behind that claim is harder to dismiss than most people give it credit for. 300+ banking partners are already integrated on the XRP Ledger. That network exists right now, before any legislation passes. Regulatory clarity through the Clarity Act wouldn't be building something new, it would be removing the legal uncertainty sitting on top of infrastructure that's already operational.

Garlinghouse and Monica Long are positioning this as a multi-trillion dollar capital rotation play. The argument being that institutional money has been waiting on the sidelines specifically because of regulatory ambiguity, not because the infrastructure wasn't ready.

Then there's Hoskinson's take which I think deserves more attention than it's getting in the XRP community. His concern isn't about XRP specifically, it's about what handing the SEC more definitional power actually means long term for the entire space. That's a legitimate concern regardless of whether you're bullish on XRP or not.

Two credible people reading the same bill and reaching completely opposite conclusions is usually a sign that the details matter more than the headline.
