Income Payment to Bureau of Immigration

Hello! Anyone here practicing as a tax professional? Ask lang po sana if may transaction sa BI and ang nature is corporate legal fee? Magwithhold po ba si client and what atc po? Or if may legal basis like RR.

Sorry need confirmation po if government agency siya talaga, no invoice provided po kasi.
