Hands Free Driving Not Active/Working?

Is there any way to see if we have hands free driving available on our Subaru Outback Touring XT? When we bought it, the salesperson had no idea about the feature, and the sales manager had to look it up and said "yeah it should be on there" but... honestly was not confident either. Then as we drove it, it never clicked on in the roads in the area. We tried the interstate and all. We get the blue light flash when we start the car up, which I was reading COULD mean that we have it, but honestly there's virtually no doccumentation on this feature. What's going on?

I notice there have been a couple other posts in the last month or so about this and they had no resolution either.
