Is it illegal for a cop to handuff someone to a stationary object during an investigation?

Hi all! I'm sure everyone has seen the bodycam footage from the University of Iowa hazing incident that recently got released. In said video there is an individual who says his name is "José" [It is not] and he kept physically placing himself between the officer and the pledges as well as other brothers that the officer was trying to talk to while also sipping what appears to be a whiteclaw and blowing vape clouds in the officer's face. What I want to know is if there is a policy against the officer slapping a cuff to this guy and cuffing him to the staircase to keep him out of the way? This is a question out of genuine curiosity and not a "iF I wErE tHeRe I'd XYZ" sort of thing. Thank you for your time!
