Why does the spin-throw method is not working?

So me and my friend are hunting in this 30TH Anniversary event and we discovered something. The spin-throw method (a.k.a catch rate boosting) is not working on our phones. When we found a roaming legend and try to throw a ball on it with using this method and... It just flies to side of screen. Can someone explain it please?
