Possible soft-lock on Snorlax?

So I lit up the entire area way before this mission started, and now it seems like I can’t make any progress. I even got rid of my electrical grid and used a Pawmi to light everything up.

Tangrowth just responds to me by telling me to ask a pokemon that can generate electricity to light up more harbour lights, but there are no more harbour lights to light up. I even made extras and lit those up.

Can anyone help?
