Premier abandon penalty

Hey everyone,

My friend abandoned a match recently and lost about −1000 rating, even though he only had around 5000 Premier rating. But a while ago I had an abandon myself when I was around 18,700 rating, and I only lost about −100.

Is it random, or there is some sort of a rule?
