Support for students coming from overseas on family visa?

My friend will be moving to the UK soon with his spouse (British citizen). He will be on a family visa.

He is having to pause his studies in the US to move because of the political climate over there.

If I understand correctly, he is not eligible for home fees/student loan as he’s not been a resident for 3 years. However he is hoping to continue his studies.

Is anyone aware of any financial support for people coming from abroad to live in the UK to continue their studies while living here?
