Why is everyone carrying broken weapons in squads?

I've noticed in PvP lobbies that whenever I kill and loot a raider in squads they have a broken level 4 weapon 80% of the time. It's mostly anvil or venator. What's the deal with that? Does the weapon lose durability when someone dies or it's something else going on? Because it's something that I frequently encounter so I'm just wondering.
