Need help to annoy noisy upstair neighbours

I am not able to sleep daily ( from last 6 months 24/7) anytime of a day due to my noisy upstair neighbours. This gives me headache and fever regularly. Their kids drive scooter in a flat, stomp constantly, play marbles, run from one end of flat to the other end with heavy feet, they drag furniture even at 3 AM in the night and suddenly wake up.

I talked to them and took help from association as well, still nothing changed. Their attitude was not good even when association talked to them.

What are the ways to create noise to disturb them or if still they don’t understand, any idea what legal action I can take?
