Artificer Omnissian axe doing more damage than the Relic one ?

So looking at the Master spreadsheet for the Omnissaian Axe, it looks like Power discharge does more damage with the Artificer balance version than the Relic balance version :

I thought the devs had made changes so that Relic is always better than Artificer ? Maybe the weapon got created before those changes and they didn't apply or something...
