Can’t complete lighting quest?

Hi everyone! I am at the beginning of the mosslax quest line where they are asking me to use pawmi to turn on the harbor streetlights. I have turned on every one I can possibly find around the entire town, but this portion of the quest will not complete. How many total lights are there for this to finish? I have to have lit up at least 10+. Thanks so much for your help!!
