Best option porting 4 lines from AT&T?

I have 4 lines I'm wanting to port in from AT&T. I want to get 4 new phones. Two of the phones are paid off with AT&T. I have access to work perks through my employer.

It looks like with the Better Value plan you don't get quite as good offers on new phones and also it doesn't appear to be eligible for Work Perks discount as well. However, on the Work Perks page, it doesn't appear that the EM or EB plan price is any better than the normal price. I think it's because of the third line free that isn't available with Work Perks? It looks like there is a Work Perks $100 per line rebate, does this stack with the Family Freedom promotion?

It seems like my best option is Better Value or to try and get an Insiider discount somehow. Unless I missed something or am misunderstanding. Are there any gotchas with the Better Value plan? If anyone has an Insiider discount or any tips on how to get one I'd appreciate it. Thanks!
