Auto Retaliate not working correctly?

I was afking abyssal demons at lv 35 wilderness with auto retaliate on. I was using dual wields and an aoe rotation (I know 2H is better but I was was trying to level my dual weilds). I found that sometimes my character stops auto-retaliating after a few minutes.

Any know a possible cause?
