[TOMT] [MOVIE] [2000s] A nerdy guy gets to know his cool neighbor

This is a sort-of comedy, where the cool neighbor shows the nerdy guy an underground passage leading to the inside of City Hall. Later the nerdy guy returns to the tunnel with is wife. He gets them both lost, and subsequently LOSES his wife in the passage. After the wife gets back home, the nerdy guy continues to hang out with the cool neighbor (who, by the way is a TV weatherman). Nerd makes a fool of himself in the company of the cool neighbor and the neighbors friends. At the end of the movie, the nerdy guy is being arrested for running amok with some kind of weapon.
