Government college trained doctors better?

I have observed that most doctors in top private hospitals tend to be from private medical colleges (some xyz college in the south), in Bangalore city as compared to Kolkata where they are from known government colleges (PGI, JIPMER, AIIMS etc.). Is my observation correct? Does it have any bearing on the quality of care?
