I don't like it because it feels more like “cheap sexy” rather than genuinely good sexy.

When artists design revealing outfits for female characters, there are usually two directions they can take. One is what we see with Nami’s Elbaf outfit. The other is something closer to what she wore in Zou. Both are technically revealing, but the difference in how they come across is pretty noticeable.

The Zou outfit was still sexy and showed skin, but it had a sense of style and balance to it. It felt deliberate and fashionable rather than just being revealing for the sake of it. The design had a kind of class that made the character look confident and attractive without making the outfit feel overly forced or cheap.

The Elbaf outfit, on the other hand, feels like it was designed with the sole intention of showing as much as possible. The bottoms barely cover anything, the cleavage is extremely emphasized, and overall it doesn’t feel that different from what she wore when entering Onigashima.

For me, the best character outfits strike a balance between sexy and classy. When that balance is done well, the design actually ends up feeling much more attractive than making a women wear a panty or a skirt which is smaller than an underwear.

This is why my favorite Nami's outfit is from Zou.

(Loved the WCI ones too and Pretimeskip ones are fine but it felt too basic).

Note: It's an opinion so don't treat it as a fact.
